The AC Question Europe Won't Answer

In late June 2026, more than 200 people died in Spain in four days. Fifty-five people drowned in France trying to cool off. Roughly 80% of European homes have no air conditioning at all. In Yiyang, China, it comes standard in every room — heating and cooling, included, no permit required.

The Numbers From This Summer

This isn't a hypothetical argument about comfort preferences. In the last week of June 2026, an intense heatwave — driven by a stalled high-pressure system meteorologists call an "omega block" — swept across Europe. More than 200 people died in Spain over four days, from June 21 to 24. In France, at least 55 people drowned over a ten-day period while trying to cool off in rivers, lakes, reservoirs, and quarries. Eastern Germany logged three consecutive days of record-breaking heat. The Czech Republic and Poland both recorded temperatures exceeding 40°C.

This was not a one-off. During a single ten-day heatwave in June–July 2025, Milan, Barcelona, and ten other European cities recorded 2,300 heat-related deaths, according to World Resources Institute analysis of that event. The World Health Organization estimates approximately 175,000 heat-related deaths occur across Europe every year — a figure it expects to keep rising.

Only around 20% of homes across the European Union have air conditioning, according to CNN and World Resources Institute reporting. In the United Kingdom specifically, that figure drops even lower — meaning the vast majority of British homes have no mechanical cooling at all. Compare that to the United States, where close to 90% of homes have AC.

Why Europe Still Has No AC

This isn't an accident, and it isn't really about culture, either — though that's the explanation you'll hear most often. There are four structural reasons, and they compound each other.

First, the buildings themselves. Much of Europe's housing stock was built to retain heat through long winters, not release it during summer. Thick walls and small windows that work well in January work against you in July. Retrofitting older buildings for central cooling is difficult and, in many cases, not "impossible" but expensive enough that most owners never do it.

Second, electricity costs. Energy costs in many European countries run higher than in the US, according to CNN's reporting, while incomes tend to be lower. Running AC through a heatwave is a real, felt cost for an average household — not a rounding error.

Third, climate policy. The EU's climate-neutral-by-2050 commitment creates institutional resistance to a technology that increases electricity demand. This is a defensible policy position in the abstract. It is less defensible when it collides with 40°C heat and a vulnerable elderly population.

Fourth — and this is the part that surprises people — direct regulatory obstruction. The Swiss canton of Geneva requires homeowners to prove medical necessity before they're permitted to install air conditioning. In the UK, installation applications are frequently rejected "on the basis of the visual appearance of the outdoor condenser unit, especially in conservation areas or on listed buildings," according to Richard Salmon, director of a UK air conditioning company quoted by CNN. During the 2022 energy crisis following Russia's invasion of Ukraine, Spain and Italy imposed legal limits on how low buildings were permitted to set cooling temperatures.

Demand is rising anyway. The International Energy Agency projects the number of air conditioning units in the EU will more than double by 2050, reaching roughly 275 million. People want this. The systems around them are, in various ways, making it harder to get.

What "Standard" Actually Means in Yiyang

Here is the contrast, stated plainly: in Yiyang, Hunan — a city of roughly 4 million people in south-central China — split-unit heat pump air conditioning is not an upgrade. It is not something you apply for permission to install. It is not restricted in conservation areas. It is a standard fixture in new residential construction, installed in the bedroom and living room as a matter of course, the same way a kitchen sink or a bathroom is standard.

These are heat pump systems, meaning they run in both directions: cooling in the brutal humidity of a Hunan summer, heating in the damp cold of a Hunan winter. One system, year-round, included in the price of the apartment.

Residential electricity in Hunan Province runs approximately ¥0.5 per kWh — about $0.07 USD. That's substantially below the US average of roughly $0.16/kWh, and well below what CNN reports as typical European rates. Running a home's AC through a Hunan summer is not a financial decision anyone agonizes over.

We're not claiming Yiyang is paradise, and we're not claiming every European city is equally affected — Mediterranean countries with older, heat-adapted architecture fare differently than, say, a poorly insulated UK terrace house. But the aggregate picture is consistent and well documented: most of Europe was not built for the summers it is now getting, and the systems meant to fix that are slow, expensive, or actively blocked.

Objections, Answered

"Isn't this just a hot-summer problem? Most of the year is fine."

The same heat pump systems that cool in summer heat in winter — which matters in Hunan, where winters are damp and cold enough to be genuinely uncomfortable without heating. You're not paying for a summer-only luxury; you're paying for (or rather, receiving as standard) a year-round climate control system.

"Is Chinese-made AC equipment reliable?"

Major Chinese manufacturers — Midea, Gree, Daikin's China operations — are among the largest AC producers in the world and export globally, including to Europe. The idea that this is somehow inferior technology doesn't match the actual global supply chain.

"What about the visa and logistics of actually moving?"

The Bottom Line

Europe is having a real, measurable, worsening problem with heat, and the honest reporting on it — from CNN, from the WHO, from the WRI, from UK's own Green Building Council — says so plainly. This isn't a story we're spinning. It's the story Europe's own institutions are already telling about themselves.

What we're pointing out is simply this: the thing that isn't solved yet in much of Europe — reliable, affordable, unrestricted home climate control — is already solved, as a matter of ordinary building standard, in a mid-sized Chinese city most Europeans have never heard of. Not as a luxury upgrade. Not as something you need a permit or a doctor's note for. As standard.
